Over the thirty years that Tele-Commuter Resources has conducted its research and development, the concept has grown from an employer/regional telework program to the first ever comprehensive plan for Minnesota and the state’s surrounding counties. But the goal has remained the same:  How do you revitalize Small Town America by fully integrating the urban and rural economies? 

The development of the Workforce Virtualization Program was based upon the premise that corporations would adopt a virtual Continuity of Operations Program and distribute their workforce as the 9/11 Commission recommended. Some continuity workers would choose to relocate to rural areas. Realizing that to do this, the rural areas needed to provide an environment equal to that which exists in the urban areas to support the workers and families, rural services were required. This led to the Distributed City Model. The Smart Cities movement was urban-focused and therefore was a limiting factor to the realization of the Distributed City Model- the Smart Region was born. Finally, TCR realized that society needed a Community Voice to be established so the Community Sector would regain parity with the dominant Public and Private sectors.

               United we stand; divided we fall. The adoption of the Information Age Community concept is the culmination of TCR’s R&D.
